Add an optional feature that would notify during checkout (web self check or staff client) if a title is already in the users checkout history.

This would be opt-in by the customer, and optionally the opt in setting could be set by staff when directed by the user to set it.

This would make the checkout history useful to those that don’t use the catalog at all.

Jeff Godin has this feature in production, so it may be possible to get that code as a base, and then polish it up for a general release.
