PaILS/SPARK has a unique consortium set up that would benefit from the ability to create hold policies based on the existing Library Group/Lassos feature. This would allow us to expand resource sharing options across the consortium without having to add complex layers of policies, while at the same time trying to retain local library policies.

We are currently using the Library Groups functionality for several groups, and this bug proposes an extension of these groups to include hold policy creation and administration to simplify the creation of non-affiliated library resource sharing projects. I attached the original functional specs for library groups to the bug.
