While this is a many faceted issue, we believe that both the end user need and software environment exist to allow for this functionality with some development. Currently, bib records can be undeleted but not holdings. It makes sense, because of cascading deletions that can occur upon the deletion of a holding that UNDELETING would be more complex than undeleting a bib record. But not impossible. This would also require a new permission or permissions to be created.
