When Group Penalty Thresholds are changed, or other circumstances like database cleanup cause a patron to no longer meet the criteria for blocking, there is no way to comprehensively recalculate the blocks on patron records that may be affected by the change. Evergreen refreshes penalties for a patron as a result of some circulation/billing activities, and staff can manually refresh penalties by choosing the option when viewing a patron record, but there should be a utility to widely refresh penalties so patrons are not blocked inappropriately.
