In the Angular Reporter staff without the permission CREATE_REPORT_TEMPLATE  can create and clone report templates. At C/W MARS we need this permission checked so that not all staff can create report templates or template folders.  Creating report templates incorrectly causes inaccurate report results and staff may not realize the problem because it is not always obvious.
