“Limit to available” is ambiguous, and not everyone wants the same behavior all the time. Should limit to available show only items that can circulate, or should it show everything that can currently be used in library, including library-use-only items?
I think the best solution would be to add a second filter: when someone selects “limit to available”, that should then enable a second filter for “include library-use-only items” (or perhaps “exclude library-use-only items”). The point being, it should be immediately clear which behavior is being used, and the user should be able to change it if desired.
There may well be better ways to implement this in terms of the language and the UI, but the functionality would be very welcome however it was implemented!
