Previous to the Angular reporter, the CREATE_REPORT_TEMPLATE was needed to create folders and create and clone templates. In the Angular reporter, users can perform those functions without that permission.

We at C/W MARS cannot use the angular reporter until this is resolved because our libraries are not allowed to create templates due to the complexities.
