Joan Kranich tells us that C/W MARS has contracted with Catalyte on https://bugs.launchpad.net/evergreen/+bug/1861319, Allow Item Renewal on Expired Patron Record. Kyle at Catalyte is working on the development.
It looks like a fix for this has been released. Yay!
